Even better broadband with Talktalk, but what about O2?

Hi All,
I've been with talktalk broadband for almost two years now. I signed up when they were offering the free broadband, but due to my location I had to pay £10 per month as BT owned the exchange. I've been averaging speeds of 0-2megs, which I haven't really been happy with but was told nothing could be done.
I have just been in touch with talktalk and received a letter from them details can be found http://www.talktalk.co.uk/yourbroadband They have told me that they have struck up a deal with BT to improve the service.
I have been told I can expect speeds up to 8megs depending on the distance from my local exchange.
1. Can I find out how far I am, as talktalk said if I can supply them with this info they can be more accurate in giving me the expected speeds?
2. If I was to go with O2 or another provider, I assume they would have the same problem as talktalk have had in supplying me with high speeds. Am I right?

Based on the information BT have given us about your landline, you are outside O2's Broadband network coverage area but we are able to offer you our alternative O2 Home Broadband Access package.
Is the £17.50 just for internet connection? I'm currently paying Talktalk
£10.00 for internet
£12.50 for landline rental
£10.00 for international talk3 package
