Best option for a blackberry bold purchase

I am presently on a simplicity tariff with O2 paying £20 a month for 600 mins 1000 txts and unlimited O2 to O2 calls. I have been on my tariff since February and I think my deal is excellent. However, the other day I noted there was a 'blackberry bolt-on' for my simplicity tariff. After phoning O2 I was told this bolt-on would entitle me to unlimited internet and blackberry e-mails, so I presuming this is the BIS (Blackberry Internet Service) from blackberry. I looked at the consumer contracts for this phone from O2 and I would have to pay £99 for the phone now and £35 a month for the next 18 months. This works out at a total of £729. Alternatively, I could stay on my simplicity tariff and buy an O2 locked blackberry bold from ebay for around £300, with my simplicity tariff this would work out at about £660 for 18 months, giving me a saving of £69.
Is this the best way to get BIS, I really want blackberry push e-mail for my job. I don't mind swapping phone companies.
Vodafone, also seem to do a consumer tariff but is this BIS? I don't think so, as it is not specifically written in the advertisement. They also have a business plan and this directly states that this is a BIS service.
Any advice would be great.
