If Paypal took this money without letting you know and they are at fault, then they are responsible. Photocopy the letter confirming the charge and write them a letter of complaint stating they took this money therefore you require a refund of the charge.

Have you set up a direct debit for Paypal to take money out of your account if your balance goes into a negative amount? If you haven't given permission for Paypal to take funds from your account you would have a definite case.

There can be mistakes with Ebay taking fees when you have already paid, but unless I am wrong, you are saying that Paypal took the money. At the time was there a negative balance on your Paypal account? for example did you pay £50 in Ebay fees and only have £38.03 in your Paypal account?

who took the money? it should be possible to tell by going into your paypal account and seeing the details of where the money came from (eg paypal fees, ebay fees, fraudulent transaction by scammer...) then you know who is to blame.

If ebay have charged you twice (they did this to me) and it has caused you a fee (also happened to me) you can try contacting ebay but if you want some advice, try getting someone legal to back you up- even write to ebay if you can (a friend who studies law would be great) or even contact ebay saying you will take them to court for theft... when I tried to get back my fees and account charges from ebay it seemed to go back and forth and not ever get anywhere. I think had I had a higher power involved (eg lawyer, police etc) they may have done something about it insted of palming me off. In the end I got my fees back through the MSE pages on claiming back charges.

Surely you know who has taken the money?
If it says Ebay then it is likely for fees.
If it says Paypal it is likely as a result of your account having a negative balance or to pay for something. If you have set up a direct debit you have authorised them to take the money, so unless they have made a very serious error you aren't likely to get any money off them.

Also, even if you make 'as and when ' payments on account for your fees once some become due they will be collected directly by ebay via paypal and then via your bank

Have you checked your Paypal account to see what the payment was made for? It usually lists the details alongside the transactions.

Under the Direct Debit Guarantee you can go to your bank and demand the payment be refunded. The bank should then refund the fees.
  • have you purchased something for £11.97 ? i know sometimes it doesn't come out of the bank account for a day or two
