'Scrunched up' isn't a problem, have you seen how the Formula 1 drivers struggle into their cars - it's the same principle! You need an infant carrier car seat to be a good fit around the baby's body to protect it in the event of a crash. A baby should also be able to sit up confidently for 30 minutes before you think of turning them forward facing, so should be over the weight limit by then.
The longer you can keep them rearward facing, the safer they are - my geat nephew was 18 months (admittedly he was small!) before he got his Britax Evolva seat, but it took him that long to get to 29lbs.
Legs looking cramped and touching the back of the seat of the car is not really a problem - but an unprotected head/neck/spine in a forward facing seat before the baby is ready, is.

I was typing at the same time as you !
Baby Thomas born 3 months early by emergency section on 21/1/09 weighing 1lb 15ozs .
Thomas came home after 3 months and 2 days in hospital weighing 5lb 15ozs
    Thomas weighed 21lb 4ozs on his 1st birthday , a total weight gain of 18lbs 5ozs !
