Best way to get Internet access with no BT line

Hi I have no idea about this sort of thing,so I'm wondering if anyone here does!
My friend has no BT or any other phone line(only uses a mobile).We live in the Peak district so don't get coverage with a lot of companies.
She would like to get a laptop and have Internet access.
Does anyone know the best way of doing this? and are there any good deals going(free laptop maybe?!)
Any help advice appreciated,as I,really don't know,but sure it must be possible with out being too expensive.Thanks.
