If it only says that it's free for disabled people with a fixed penalty, that implies/means that the fixed penalty is for non disabled people who park without paying, but it's ok to park there if you pay.

thanks for that i will post pictures tomorrow so you can tell me what you think. There is no road markings to say it was a disabled space but there was also nothing to say you couldn't park there with a ticket0

the image shows the sign and the road markings there are no bays just white lines all the way down and then double white lines at the end again.
then i found this sign on the internet, shouldnt it have this written if your not allowed to park with a ticket?0 -

I retract my previous comments.
It's completely obvious what the sign means. They have cunningly changed the policy to enable them to charge a penalty, without designating it a DISABLED only space as the signage legislation requires. It saves them money on paint, and makes it easier to enforce.
You have two choices for that space - pay £30, or have a DISABLED badge. The meter is irrelevant - it applies to spaces which (presumably) have a sign saying "Pay at Meter" or words to that effect.
I don't think you have a case.0 -

Apart from your pictures being far too big and hence making the thread unreadable, I don't see what you're adding. Just because someone else doesn't bother reading a perfectly clear sign, doesn't make you "innocent".
The sign's clear. You didn't read it. You don't have a case. (IMHO).
BTW you haven't photographed the ticket machine. Any chance that the ticket machine says on it anything about which spaces it applies to, or that it doesn't apply to the "disabled" spaces?0
