Yes exactly that is probably what has happened but there is the £40 odd cost of the destroyed items for him to sort out.
It has not helped because one day this week he recieved a letter contained in a plastic envelope with an enclosed letter from Royal Mail saying the letter
had been recovered from a Royal Mail employee.
The original letter was about six months old

on your final point
tracking down mail theft isnt easy
it takes time to track down these people seeing patterns in reported losses
Rm take it seriously with its own investigators but its not an easy task i can tell you
look on it the other way that at least they do make the effort
