help! going crazy

i know that its very generous that orange are giving these extra mins, -evenings, weekends etc, but i think there must be a loophole somewhere.
my next door neighbour is almost at her wits end, pulling her hair out, coz, teenage kids are on chat rooms via phone till early hours of morning. this is really affecting their schooling as they tend to drop of to sleep at 6/7 am, as well as causing alot of friction and arguments etc in the house.

chat rooms are normally premium rate nos. which should not be included in these mins. so i dont know how they get on to them or what the loophole is.
would orange be willing to stop access to these if alerted.

she is really desperate for help.

btw, i never even knew that there were chat rooms via phone, until know!
