Sky cannot provide you with broadband until you have an active BT line. You would have to supply Sky with the phone number for them to arrange for BT to connect you to Sky's broadband service. Have you checked which broadband product you are hoping to get Connect/Basic/Mid or Max?
In essense have Sky an LLU presence at your telephone exchange?

    0208 and 0207 numbers? I'm sure you mean 020.

020 is the code for the whole of London. 7 and 8 are part of the local number.

As above you need a BT line before you can get ADSL broadband, Sky broadband is run over the BT landline - how are they to provide a service before you have the landline in place? It is exactly the same as other providers.

Same way you can't spend on a Visa credit card until you have it in your possession.

Let's hope any letter or email you send to them is better constructed, your post was difficult to read.
It's PAC not PAC Code, it's MAC not MAC Code, it's PIN not PIN Number, it's ATM not ATM Machine, it's LCD not LCD Display, it's DVD not DVD disc... It's no one not noone, It's a lot not alot, It's got not gotten... Panini is the plural of panino - there is no S!!
