No internet connection no matter which isp

First of all I hope I am posting this in the correct forum.
Since I had a lot of help with my redten internet problem I was hoping I could get some help with this..

Actually this is on behalf of my brother in law.

He moved to a new house and since he has been there (2 years) he has never had a working internet connection.

He tried BT initially but since he couldn't get a connection he tried TalkTalk and he still couldn't connect and so he went back to BT and paid a £50 fee for which they set up the connection. It turned out that the BT 'engineer' could not get connected and then he left never to be seen again.

I have made this as short as possible but actually he has tried numerous computers, filters and routers etc etc and so we are certain that there are no faults inside his property.

Although I know a bit about internet connections from the computer side of things I know nothing about how things work at the exchange.

Most of his neighbours have a connection and so distance can't be a factor.

When he calls the tech support they do all the usual 'check the settings' stuff but in the end the connection is non existant.

I feel bad for him since his dad lives about 30 metres away and he uses a wireless connection to there and the connection is bad to say the least.

What can he do now? He has a phone line with BT still. Is there someone he could call there? Has anyone any idea what the problem could be? I asked him to try signing up with BT again and see if the problem has been resolved but if it hasn't he will be back to square one...

As always any help greatly appreciated.

    Has he got a current ISP?
    If so when he connects his router to the phone line does it synchronise with the exchange, i.e The Internet or DSL light should be solid.
    If so can you log into the router and see the upload and download speeds and ADSL port IP address?

  • He doesnt have one at the moment but I am encouraging him to have another go, so maybe he will soon.
    Hopefully the problem will not be there this time around but I just wondered if there was a way to explain his problem before he signed up as he is expecting it.
    I didnt see his router up and running but the 'engineer' did.

    Thanks for the pdf I'll keep a hold of it although having a scan through it it seems most of it is over my head.

    I'll continue to press him to try again and I'll post what the outcome is.
