The Exercise Field Conditions Rate of LOA is paid when Service personnel proceed from the UK, or from an LOA area, to an LOA area on exercise where Field Conditions of any type are declared. The Exercise Field Conditions Rate of LOA is 50% of the S/MU Full Rate of LOA payable.
I don't know the ins and outs of the situation but that would a good place to start.

I suspect I know which exercise hubbie is on. The RAF exercise which supports the Army exercise iscounted as a separate exercises. Therefore the Army can be under field conditions living in a trench, but the RAF can be in a hotel. I know this P**sses off the Army, but that is the way it is (should have joined the RAF!!). As I said before the Op Order for hubbies RAF exercise will tell you all.
He most probably will have a exercise admin officer out with him who will advance him what he is entitled to and ask for receipts back. Obviously receipts should add up to total claims.0
