New paypal policy?

Haven't bought anything on ebay for ages but bought something at the weekend and paid by paypal. Seller contacted me to say my payment was 'on hold' for 20 days on her account until I left positive feedback?? I thought this sounded dodgy so rang paypal and was informed once a payment has been made the buyer has to leave positive feedback immediately then the payment is cleared after 24 hours??? Seem a bit daft to me, what if the seller doesn't send the item? Anyone help? TIA!

this usually only happens with risky items or risky sellers
the seller has to send you the item, if you are happy then leave positive feedback once you receive the item and then the seller will receive their money
don't leave feedback until you get it and are happy with it!0 -

Thanks for that. But how can the seller be in a position to send it if they have to wait 21 days for the money to clear? Surely there's a chance that money may not be actually received when the 21 days are up? And why would a buyer leave positive feedback BEFORE they receive the item? It all seems a bit bizarre to me.Call me Carmine....

Basically this is for the buyer's protection.
The seller won't get access to the money unless:
1. you leave a positive
or
2. 21 days pass without any kind of dispute or reported problem regarding this transaction.
What's supposed to happen is that the seller send you your item, and you're happy with it, leave a pos, and the money is released to the seller.
The way paypal have explained this is a bit naughty really - the whole point of the process is that the buyer has to confirm they're satisfied before the money is released. How do you know if the item will be satisfactory before you've had it?My TV is broken!

It's really for paypal's protection, helps stop losses from chargebacks and hijacked accounts.
Changes always are for the benefit of only ebay/paypal.

How does that help? Does blaming paypal help the OP resolve the situation? My TV is broken!

Im a long standing e-bayer and have just encouraged my daughter to set up an account and sell her old stuff. She sold 5 items and has been paid for 4. However when she checked her PayPal account the restriction was placed on 2 items but not on the other 2??. Now if someone does not leave positive feedback she will have to wait 21 days for her money. Where else do you sell something and have to wait 21 days for your money? I find it very disheartening that PayPal treat buyers like this.0

The issue is paypal's idea and thus their fault.
If ebay was a level playing field OP could pay in a different way using a proper method, but ebay force people to use paypal."Love you Dave Brooker! x"

Very philosophical boys. I repeat: how does this help the OP? Dave, that's your question.
Personally, I find it better to explain why things happen (bearing in mind PP have fed OP a lot of tosh on the phone) than to whine about how it's all paypal's fault, again... jeez just change the freaking record and put a bit of thought into things. They do it, we're stuck with it if we use paypal, so once you're in a situation like this, it helps to understand it instead of swallowing repetitive mindless rhetoric from someone who can't even stay on ebay without getting suspended... AGAIN....My TV is broken!

I've been back on for a bit as it happens.
The website's proved to be a hit though, no more pandering to loonies and their demands, better quality of customers it seems.
But enough of pillow talk, back to OP's issues, he or she can fire off a cheque, or collect or turn nasty and demand that seller risks all to post without having been paid, or for that matter have much hope of being paid for a week or three...."Love you Dave Brooker! x"
