I am sensing a slight naiveness about you Dave, maybe this is why you have so many problems? As a buyer I use paypal and then seller says ' sorry' I am returning your payment as paypal won't let me withdraw the money immediately' and you then send a cheque..

It's just what's going to happen when newbie sellers are told that they've got to wait 21 days to be paid, unless they get given positive feedback.
At least cheques take 6 days to fully clear, while paypal *might* release funds in 21.

I have just heard this today from a seller. I dont think i have had any of my payments on hold until they leave feedback. Is this just for newer sellers then?0

Why might my payments be held?
PayPal will hold payments in transactions where the vast majority of seller fraud occurs. Here are the most common instances in which a payment may be held:- You have been on eBay less than six months and sell an item above £50
- You have a feedback score of less than 98% and sell an item above £50
- More than 5% of your transactions result in dissatisfied buyers*
- You have an average Detailed Seller Rating (DSR) of 4.5 or less
- You have received less than 20 Detailed Seller Ratings
- You are listing your item in a higher-risk category
- You have been an eBay member for more than 6-months, and
- Your total Feedback score is greater than 100, and
- Fewer than 5% of your transactions result in dissatisfied buyers*
- Your average DSR is greater than 4.5, and
- Your have received more than 20 DSRs in the last 12 months
- Your buyer dissatisfaction percentage is less than 5%
Unfortunately there does appear to be a problem with the paypal payment hold release of funds once feedback has been left and some seller have been waiting well over the time stated by paypal and several threads can be found on the ebay Discussion Board and Answer Centre

This is a problem as lots of people don'tybother with DSR's - I know I often don't as I can't be bothered to sit wasting time, and if I was being honest 50% of sellers overcharge on P&P (especially those sending CD's, which even with a new jiffy bag shouldn't be more than £1.25 first class) so they would get less than 4.5 of P&P pretty quickly!.

I actually think this is a good move for points 1 & 2 , but bad on point 3 (why single out dvd's and not cd's as well?) and also bad if you are selling say 6 books as a set on 1 auction.0 -
Sounds as though there is a small glitch with paypal and their 21 day hold thing - but there's a way around it.
