Leak- worst case scenario £?

Suggested split off thread from my first-time buyer advice in the house sell/buy forum.
I'm looking at buying a house and this morning we discovered a leaky pipe behind the loo (water all over the floor) patched up with a rag - it wasn't leaking at the first visit friday evening and the tennants moved out the day before. The bathroom is ground floor right next to the room with the combi boiler.
Can anyone suggest what would be the absolute worst case scenario for repairs & anywhere to look online for quotes? Currently trying to get hold of my landlord to get their plumber's number so we can do a proper inspection visit if necessary, but i'd hoped not to have to take the time.
Basically, I want to be able to say to the EA "we are offering xxxk, but xxx,500 if the plumbing is fixed". We were going to offer xxx,500 anyway, but I hope this phrasing sounds like we have taken into account repair costs.
