thanks for all the comments, anyone else got any input before i tackle the HA?0

You are legally entitled to have a safe working heating system. If that isn't the case and the HA are failing to get matters resolved, then your next step is to ask them for a copy of their complaints/grievance procedure and follow the instructions in there.
Keep notes on dates, times - who spoken to copies of letters, notes on content of phone calls etc safely in a file. If the HA does not resolve it you can then pursue them to the Independent Housing Ombudsman but you have to exhaust the HA's own set up first (the HA may also have a specific complaints officer)
Do as much as possible in letter form, keeping a copies for you own files, send letters Rec delivery and they will realise that you are serious about getting this resolved.If somehting is initially agreed on the phone, always write saying " I write to confirm that I spoke on xxx date to Billy B/Sarah C in xxx office and my understanding is that it was agreed that xxxxxxxxx"
If necessary ask your local MP for support.
