Where I used to work, a meeting was called anytime the management hadn't a clue what to do. At the end of the meeting, they still didn't. I suspect this is exactly the same.

Positive things brown could do would be, underwrite short term all consumer and corporate deposits in british banks
Start a toxic debt reverse auction, lowest price seller wins the contract to have their debt bought, etc Letting banks compete among themselves to place the value on government backed security
However the markets think brown is going to do some crappy old labour nationalising plan that will strength them for two weeks and weaken them forever

Please do not go giving out false hope. This meeting is about the fall in RBS and HBOS shares and not about Icesave. It is out of their hands until they know more info from the Icelandic government.0

I think he's going to anounce the government buying shares in the banks. This will make the price shoot up, at which point he'll buy them and sell at a massive loss in a few months.0
