I've had a quick search of the site, but I haven't found any references to this.
Basically, there have been changes to something called the 'NIT', which is the network information table. This is sort of a directory which is transmitted along with the digital signal and your set-top-box (STB) picks this up when you scan for channels. The contents of the NIT tell the STB what the channels are, their numbering and other information that the STB needs in order to display them.
Some early STBs only have a limited amount of momory and so cannot contain all the NIT which has been sent in the changes (known as split-NIT, yes really, I'm not making this up), the result is no picture and your STB is effectively scrap.

There is discussion about it on some digital tv websites, and some people have sucessfully claimed from the manufacturer to get their box replaced under the 'sale of goods act' due to the fact that the STB is not fit for purpose, as it was not made fully DVB compliant.
These are some of the effected boxes..
Set- top boxes
Daewoo DS608P
Labgear DTT100
Triax DVB 2000T
Portland DP100
Combined set-top box and video recorder
Daewoo SV900
Bush IDVCR01
If you have one of these boxes, it will still work until you rescan. My box is the Daewoo. I thought it had just 'gone wrong' untill I started reading up on the above, which I'm only relaying for information by the way, I don't fully understand it and am not an expert.
Cheers
