Help! My fridge-freezer hates the cold!!

My 1930's detached garge was coverted to a utility room without heating. Despite insulation is so cold in winter the freezer cuts out. I understand about ambient temperatures and the need to keep the room warm enough, but don't know the MOST ECONOMICAL / EFFICIENT form of electic heater I should use. Is there a heating expert out there who can advise?? (I have been on Dimplex website, bit they don't give running costs due to the variety of utilities tarrifs.)
