confused....

ok so i need to find the best way of heating my flat.i have a small 3kw oil filled radiator that i was using but didnt seem to heat the whole room,maybe because its small??the box of this said it should cost around 7p p/h to run?
i just went and brought a 2.4kw bionaire fan heater,but then a friend mentioned that these cost a lot in electric(its also a bit noisy which isnt favorable).
what will be the best type of heater for me to buy for heating a room?

    Just out of interest - why electric heaters? What heating does the flat have?

    flat hasnt any heating because when i moved in the gas supplies(cooker and fire) were condemed un-usable,so i chose to have the cooker replaced with electric and the fire removed,the landlord brought us one oil filled radiator but i need something else.
