I think it was Heinz who advised on the Telephones board that the local/national rate differentials were abolished in 2004 (?), so for companies to still say "local rate" for having an 0845 number is perhaps a little misleading.

If you don't like it vote with your feet and use another credit card company, there are enough of them to choose from.
