do i need to prefix the mobile number with a dialling code to call mobile to mobile from UK to Jersey???

Do you mean an international dialing code? If so, the answer is no you don't, Jersey mobiles all begin +44 (0)7, the same as UK mobiles.0

I have an o2 mobile (Carphone Warehouse) with inclusive minutes, and have had to call a Jersey mobile (07797).
Anyone know if they cost the same to call as any other mobile ?

No, calls to Jersey are usually not included so you will most likely be charged for the call.0
