    Actually, even when it's "off" it can still be 16kV and nobody is supposed to go within 9 feet of it.

    I think the surcharge seems unfair if that is the only route the rail companies are offering. I guess the problem is that you could be using multiple companies to reach your destination. Might it be worth contacting the company to complain and also having a word with any Travelwatch type groups?
