I just got a Motorola SLVR L6 from Carphone Warehouse the other day for £14.99. Nice slim phone with camera, video, web access etc and it was unlocked and unbranded.

ETA: also got £5 cashback with Topcashback. Think Quidco is the same

I know it's a bit pricier (£25) but you get a good 1.3mpx camera, bluetooth, usb, infrared, mp3 ringtones, mms, games and things like that.

For £20 you can get a Sony Ericsson W200i: http://www.phones4u.co.uk/shop/shop_payg_details.asp?ItemKey=189645 which is a great little phone for the price. No Bluetooth but you get everything else: MMS, camera with video record, infrared, USB mass storage (so works like a usb memory stick), FM radio, Walkman music player and games. You can use it as a music player too as you can have a memory card up to 2GB in it and plug in your own headphones if you like. No need for the iPod

I really like Sony Ericsson phones in general because they're really easy to use.
