Confused about broadband speeds in 3's new half-price deal

I've just been looking through the specifications of 3's new 1/2 price broadband offer, and it seems to be saying you can get three different connection speeds. What I want to know, is which one is right?!
1) If you look here: http://threestore.three.co.uk/dealsummary2.aspx?offercode=18M5ECD006&id=1183, it says £7.50 a month will give you 5MB broadband. Actually maybe this is referring to the download capacity...am I right? (techy newbie here!)
2) Further down the page it says you can "Get Broadband Anywhere:...up to 2.8MB connection"
3) Then if you click on the mobile 'dongle' spec itself, it says "when you're in a Turbo Network you can get broadband internet access speeds of up to 3.6MBps"
Does this mean that if you buy their full-price offer they'll let you use the dongle to its full speed capacity of 3.6MBps, but if you pay half price they'll restrict your connection speed to 2.8? Or have I misunderstood? Also, is MBps the same as MB?

bear in mind you could get lower than 2.8Mbps hence the upto speeds0
