The previous policy may have just had Employers liability insurance which is legally required & would cover the paper boy for any injury he suffered. As Quentin says Public liability isn't legally required.
Not having Employers liability insurance (providing the business is not exempt from EL) is a different matter! It's a criminal offence not even to have the certificate on show for your employees, and you can be fined up to £2500 for each day you don't have the insurance in place.
If the op has let this expire, then expect trouble from the paperboy's parents and quite probably the law if they take action about the incident.0 -

Yes, dispute their claim that you are liable.0 -

Dispute the claim. As simple as that. Dont go into any depth or detail. Just short and sweet saying you reject the claim as there is no fault on your part and therefore no liability to pay. Dont say anything that could be used against you in future and dont be abusive back. Keep copies.I am an Independent Financial Adviser (IFA). It's not intended for that. It protects your employees against any injuries/illness they suffer in the course of their employment.
Public liability insurance covers against any claims against you from members of the public/customers etc.0 -
