Dimplex XLN & CXLN storage heaters Economy 10. HELP!

Please can somebody out there tell me the easiest way to get these heaters to work efficiently and to be cost effective. I have no knowledge about these heaters and the owner is living in Thailand. Also there is a button with a glow button underneath that glows when switched on in the bathroom which I think is like some sort of booster button for more hot water possibly. I noticed when I ran a bath, there wasn't any hot water left for ages, although the electric shower was working ok. Any ideas what it could be for? In the cupboard in the bathroom there is a huge round insulated tank with two buttons, one that says 24 hours and one that says off peak. The one for 24 hours is switched off. What happens if it goes on? I need someone to explain the heating and water elements to me as I am scared I am going to be hit with a massive electricity bill which as a single mum I won't be able to afford. Any coherent help much appreciated.
