calor price increase

Received a letter from calor gas yesterday saying that lpg prices will be increasing by 6.95 (plus VAT) from 1st October. This puts my costs to 47.1pence per litre. Is this high?
It seems a huge increase when oil prices are supposedly stabilising.
I phoned Calor and asked for a top-up at current prices but they refused because my bulk tank is 80% full. Apparently they will only top-up at 40% or less.
Does anyone know when the de-regulation allowing lpg users to switch suppliers comes into force? I'm fed up with feeling being ripped off by Calor
