I don't actually think this is correct. The form says;

5. You do not have to be connected after 18-months to redeem the final month 24 payment but must have complied with all other terms.

Therefore, you have to wait until month 24 to get your last instalment of cashback, but you don't have to pay any line rental. So not really a crap deal, just a bit of a long drawn out affair.
