Calling 030 numbers from a mobile

I know that the government is bringing in 030 numbers for their offices to replace 0845 and 0870 calls which I have to pay additional charges to call from my mobile.
I now need to call a new number which starts with 030, but can't find any info as to whether this is included in a call plan from a mobile. It is classed as non-geographic, call at geographic rates, but I don't know what that means for mobile users.
Have tried looking up on the forums, but can't find this question having been asked before. Anyone know the answer?

Please stay safe in the sun and learn the A-E of melanoma: A = asymmetry, B = irregular borders, C= different colours, D= diameter, larger than 6mm, E = evolving, is your mole changing? Most moles are not cancerous, any doubts, please check next time you visit your GP.

It should be charged at the same rate as numbers starting with 01 or 02, and from inclusive minutes on contracts0
