There are two reasons why I think the PPA might not have assessed your housing needs:
1) They omitted to due to a mistake (does happen rather often).
2) If your partner is on JSA Income-based, rather than Contributions-based, then you should be entitled to Housing and Council Tax Benefit (need to apply to your local council) therefore they will not take your housing costs into account.
However, if you stated on your form that you were NOT entitled to housing benefit or council tax benefit, and entered the amounts you have to pay, then they should have taken those costs into account when calculating your entitlement to prescriptions.
I would give the PPA a call to check which of the above reasons is true, as I believe you should be entitled to some help, if not free prescriptions once your housing costs are taken into account.
I used to work for a large City Council in the Housing Benefit and Council Tax Benefit department, and they use similar methods to calculate entitlement as the PPA.
You can find a landline number for the PPA at www.saynoto0870.com - for your particular scheme (LIS) the number 0191 2035555 should work. This might be of use if you get inclusive minutes with your landline or mobile phone.
