...no, I'm not suggesting Angela Knight is a horse!
But the British Bankers Assocation (BBA) have published what can only be described as a brief set of notes on the ISA transfers hot dog

Significantly there is nothing about "dead areas as far as interest is concerned" as mentioned by Ms Knight in her radio interview to explain the proposals. Typical - by saying nothing about interest in the guidelines - and suggesting (in the second document) that customers have to chase around complaining to the bank they are just kicking the question into the long grass.
