Mobile Broadband

I am moving into a flat next week and was hoping someone could advise me about my options in getting broadband. I am planning to do without a phone line so mobile broadband (with a dongle) is what I am looking at. Would it be better for me to buy a laptop and then pay for my internet access as I go or subscribe on monthly contract with a free laptop? I have calculated that I only use a small amount per month as I only check emails and browse the internet. Any advice would be appreciated.
