bt broadband rip off

hi
i need advice for my sister, she has been paying bt for broadband that she is not actully recieving, for more than 1 year.
even though her husband has rang them on several occasions to inform them that they are not recieving the signal, they are in a signal blackspot in north wales, bt insist that they are, and keep taking money from their account.
Is there anything they can do? talking to bt is like banging their heads against a brick wall.

Connect an analogue telephone into your master socket and dial 17070.
This circuit is defined as 01234 123123.
BT line test facilities.
Please press 1 for ring back, 2 for quiet line, 3 for fast test, 4 for fast cleanse or clear down.[message repeats 3 times]
Select option 2 (quiet line) and listen to what you hear. You should hear perfect silence on the line - there should be no pops, clicks, whistles, buzzing and the like. If you do not hear silence first check it isn’t the phone you are using, wiggle the cable a bit to see if that effects it, if not then you know you have a problem with your line to the BT exchange. Any problems with ADSL connectivity (low speed, connections always dropping, etc) are likely caused by this.
You can now put your master socket together again and re-enable all the phones in your house.
If you report a fault that is not their remember bt will charge you so make sure you are certain their is an issue if you go to report it or you could end up with £150 bill.Kind Regards

If the router is shown to be sync'ed then the issue may lay elsewhere. Is your sister sure she isn't getting BB or is it just the case that her PC doesn't seem to be getting the feed from the router?0

she definatly does not get broad band, neither do any of her neighbours!
they have tried to cancel.............several times!
