advice on boiler instal

We had a new combi boiler installed last year along with other work (new kitchen). To cut a long story short, although the boiler was installed by a Corgi registered plumber, some of the associated pipework (to rads etc) was done by the builder. The builder claims inhibitor was added, but we know for sure he did not do a power flush. As our central heating system is over 15 years old, I'm concerned about the state of the inside of it!
Also, the plumber did not complete the installation paperwork, and we have not had a Corgi certificate (which I understand should happen if he has registered the installation with Corgi).
We have chased both the builder (who brought the plumber in for the job) and the plumber himself but they are making us piggy in the middle.
I have two questions:
1. Should we do our own power flush - I have seen it mentioned elsewhere on this site
2. We paid cash for the work, so do we have any legal rights? I know it's easy to say we should have paid the VAT, but the total bill came to more than £13K as it was!!

Why choose to be right instead of happy when there is no way to be right? :cheesy:
