they said the monthly premium was more than his monthly wage. If the annual premium is £4k then they are saying that he earns less than £4k per annum

try Virgin - my friend in exactly the same boat as you with her 17 year old son. We spent an age looking at different sites but got an on line quote with them with him as a named driver on the policy. We had to call them as his profession had to be declared but they only loaded the premium by £130 based on his profession as a footballer. A very reasonable £1200 fully comp. Quinn Direct don't load sportspeople either but their customer service if you need to make a claim is pretty bad - which is why my friend wanted to switch away from them.
