Conned by Paypal

Hello people.
Has this happened to anyone and if so what can be done...
I sold an item to a buyer for £8.50. The buyer paid via Paypal and I sent the item. I heard no more until over a week later when Paypal contacted me for details of the transaction. I gave them all the details and they said the funds of £8.50 were being held. I assumed at this point that the buyer did not receive the item so I emailed them to check they had it. They told me they had received the item and was very happy with it. I went back to Paypal to enquire why it was holding my £8.50 and it transpires the payment bounced!!! Paypal have told me to speak to the buyer to get paid again. Since the buyer now has the item it is unlikely they will pay me again. I therefore have told Paypal I am not amused and they a party to fraud. I thought they were supposed to protect buyers and sellers!
Can anyone advise please.

Paypal haven't conned you.
Something went wrong at the buyer's end and they may not even be aware of it. Speak to them, as PP advise. Not everyone is dishonestMy TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

Why would paypal ask you for details of the transaction surely they have all the details ?
If it did bounce the buyer may not be aware of the problem they sounded ok in your description, if you contact them they will probably send an alternative payment as it is quite a small amount so doesnt sound like the buyer has scammed you.
Alternatively, the payment isnt held awaiting feedback is it ?? it is a new security measure paypal/ebay have introduced whereby they hold the payment for 21 days or until positive feedback is left.

If you want the money contact the buyer as suggested, then take it from there. There are lots of reasons that the payment did not go through some of them legitimate, some fraudulent..0 -
Give the buyer your bank details and request a bank transfer. That way you get the full amount and PayPal gets ZERO.
Bank transfers are also safer than PayPal for sellers as you can't get a charge back or reversal up to six months later..."Money is truthful. If a person speaks of their honour, make sure they pay in cash."0 -
Simple dont use Paypal as an option its a scam site.
Ebay, paypal's owners, insist that people use paypal, a bit like tesco only letting customers pay with tescos chargecards (would a reputable company do such a thing?)...
It's all to do with safety, nothing what so ever to do with greed or profits."Love you Dave Brooker! x"
