replastering walls/papered ceiling

Have stripped some walls of paper and such a mess (1970's house) that we need to get walls replastered especially as some of it loose.
However one problem. The ceiling is also papered. Its a stippled effect and I think must be a very thin paper- I cant get it off like I did the walls (which were inches thick in paper and emulsion) The steamer made no dent and scrapping yielded about an inch in five minutes! Underneath its just plaster like its never been emulsioned. Its in reasonable state so am wondering if I can get walls replastered up to the ceiling and then have coving as presume plaster might slightly loosed edges wallpaper on ceiling.

have you scored the ceiling paper b4 using the steamerif you think peoples advice is helpfull please take the time to clicking the thank you button it gives great satisfaction0

Sounds like it may be woodchip. If you can't see any seam between strips of paper it could be textured paint or artex.
