Windows Message - is it a hacker?

A message has started appearing on my PC along with an icon I have never seen!
The message that appears if I hover over the star symbol says 'you may be a victim of software counterfieting'.
Sometimes another balloon appears that takes me to a page that says the same but that also appears to be an american site.
I havent got any software on my pc other than what was provided with it when I originally bought it.
Does anyone know if this is some kind of hacking or if it is just a usual Microsoft message.

Go to whoever you bought your computer from and make them put on a legit copy of XP on.0
