west brom Cash ISA

Has anyone experienced any problems/delays with opening this (now closed) Cash Isa at 6.35%

My husband applied ages ago. After two weeks I rang, and was told the paperwork was on its way. When it arrived it was to return the cheque and the lot and tell us Equifax had had some lack of detail about his identity.

My husband - amazed as he knows he has a credit record that's solid as a rock - paid £15 to Equifax for a top score ('excellent' rating of 513)
When he called West Brom they initially said they'd pass it to their 'money laundering' department with the report we'd paid for, and if they'd made an error they'd allow him to invest the money, and backdate the interest.
Despite doing all that we're still being kicked from pillar to post by West Brom.
Equifax (to whom he's now spoken) are baffled as they say he's top rated on everything, and there are no questions to be answered!

Does anyone know what we should do? It's so far been two weeks of phone calls to everyone? Should this be acceptable when all we're trying to do is invest some hard earned cash? (I thought the gov wanted us to save? )

Last time we put money into a cash ISA (Barclays Cash Beater 07) we had terrible problems too. I sort of thought lightening would not strike twice (that time they just lost both our applications which were filled in at the branch - and refused to believe us - DOH!)
