1p per minute from UK mobile to Turkey landline by using

    http://www.18185.co.uk/mobilerates.php

You would be charged the normal rate on your mbile call for a call terminating in the UK. Registering with 18185.co.uk would then allow you to onward dial the Turkish landline number you want. You would pay 1p per minute for the onward leg of the call. It's like having two calls in progress at the same time.

If your on Orange payg the Camel Tariff is 6p a minute to call Turkish Landline.
This would be cheaper then 18185 if you dont have inclusive minutes you can use to call 020 access number. Their is also a small connection charge with 18185 which you dont pay on Camel Tariff.

Nonoh (www.nonoh.net) offers a similar service to 18185 but is cheaper. Buying some call credit gives you about 200 minutes of calls per week to a number of countries (including Turkey) for about 4 months. There is no connection charge. They have a UK geographical number to use as the access number.

If you're willing to do some SIM juggling there is also Lebara Mobile (http://lebara-mobile.co.uk/en/) which is 4p/min to Turkey.

Three were also doing an add-on package for £15 per month which gave about 3000 inclusive minutes to a range of countries. However, I can't find this on their site any more.
Let's settle this like gentlemen: armed with heavy sticks
