BT Broadband defect help

I used to think BT were OK how deluded was I. My broadband has been defective since the 31 July and can any body out there tell me how to get it fixed???
When I first reported it they sent and engineer out who said the line was fine, my router was defective and they would send me a new home hub. They sent a CD instead. As it happened I had a new BT hub so I replaced it and there was no change the internet was still off more than it was on. Eventually they believed me and another engineer investigated and said the equipment in the exchange was defective and a task must be raised to fix it. they forgot !!!
To cut a long story short they have consistantly lied, and failed to fix the problem, I was even told it was "tough" and I would have to wait. I have tried OFCOM and they gave me a BT Ofcom help desk number that was at least in the UK but nothing has come of that. I have taken 2,5 days off work to wait for visits and spend up to 2 hours a day each time starting from scratch. Do they not realise at the top quite how bad the servise is.
sorry for the rant but if anybody has any ideas please feel free to post them I will try anything.

    Have you tried doing a quite line test?
    The BT line test facility can be accessed from any BT line.

    Unplug any extention phones, extention cables, answer machines or fax (anything except the phone you will use to do the test).

    Plug a normal touch tone phone directly into the BT master socket.
    Dial 17070, press option 2 (quiet line test)
    You should hear 'Quiet Line Test' and then silence, there should be no pops, clicks, whistles, buzzing etc. If there is noise on the line, make sure it's not your phones connection to the socket (wiggle it about a bit) and that you are using the master socket. If you are sure its the line making the noise then dial BT (or WorldOnline) and report the fault, they should be able to sort it out. Remember that 'mis-reporting' a fault (e.g. if it turns out to be your phone, extention cord etc.) may be charged a call-out fee by BT.
