Taking part of some Fushcia and replanting

I got a few cuttings and placed them in some water. How long before I should wait and give up if they don't go any roots?0

I have tried putting cuttings into compost and no joy, so I put some fushia and also some rosemary cuttings, and both have sprouted roots after about 2 weeks.
I now have 2 rosemary going strong and a couple not doing so well, but still growing0
