Vinyl is best used over existing paintwork, it made for the ordinary home, less markable, harder wearing, and washable, even though most paints leave a dull mark behind when you do wash it.
Contract or Trade paint is mainly used for new or old bare plaster that has never been painted, it allows the paint to soak in and seal the plaster and doesnt sit on top of the plaster like Silk, or soft sheen does, or PVA  which then would make it harder for you to paint in the future, as that when your troubles begin.
Its also good as a base coat, as its very cheap, so for example you could do one or two coats of the cheapo contract, then use the good vinyl as your top coat, saving you money in the process, specially if you were painting the whole house, ie ceilings and walls.
The contract is like a chalky flat paint, but can mark very easy, but its only meant to be for either base coats or new plaster, but it does cover very well.0
