The best download accelerator I've found is Leechget, which you can download here: http://www.leechget.net/en/
I've used it for years with no problems. It's completely free, with no adverts, and guaranteed to be 100% free of spyware, viruses etc. according to the website.

For some time I've been recommending Star Downloader but the freeware version has been effectively frozen at version 1.44 with future enhancements restricted to the shareware version. It is however, still a fine choice. After trying half a dozen other products, I've settled on "Free Downloader" as my new selection. It's fast, stable and integrates well into both Internet Explorer and Firefox. Furthermore, there is no embedded adware or nag screen. After using it for a couple of weeks, I've decided that it's actually just as good as Star Downloader with the advantage that it's still being actively developed. (1.31MB).

I would recommend running the latest version of the TCP Optimiser program from Speedguide.net to maximise throughput for ADSL and dial-up:

Set the slider bar at the top to your connection speed and it adjusts your settings to suit.
For fast browsing on ADSL, I would recommend dropping the MTU to 1430 (or use 1380 if using a wireless adapter).
Results seem to vary depending on the ISP and your equipment so worth running an ADSLGuide speed test before and after to compare:

After tweaking (MTU set to 1400) as suggested by gavinp the next 2, 5 minute world wide tests were 318Kbps & 309Kbps. It may just have been a coincidence that the speed increased as the nature of the internet means it will always be variable. Lot's of help on tweaking MTU and RWin here.
If you are using a router don't forget to tweak the MTU on that as well.
For my 2 meg connection I use MTU 1478 and RWin 63272.
There are two other useful tweaking programs:
Doctor TCP
and
Cablenut
