I thought they had from 1 june 2008? I was in the Netherlands 10 days ago and there were signs everywhere stating no smoking indoors (or even on outside balconys in hotels)

correct - smoking is banned in holland/belgium in public places.

the belgians, it must be said, tend to ignore laws they don't agree with, so it's going to take some time for the ban to take effect.

for anyone who's interested: brussels is bi - lingual (french and flemish) but the standard of spoken english is, in common with other cities in this part of the world, very good.

I can confirm that the law doesn't seem to be enforced in Netherlands. I've been there for the past two weeks and nobody takes a blind bit of notice.
