It's a TESSA-only ISA, from the days when TESSAs were merged into ISAs. But AFAIK they shouldn't exist anymore - it's all ISAs now.0

A TOISA is what Tessas became when ISAs took over from Tessas as the tax-exempt savings accounts. I believe that as of this year, all TOISAs have become cash ISAs, so whoever recommended you one may well be a little behind the times...I am a Chartered Financial Planner

If you mean a Toisa it's a Tessa Only ISA and it's not something you can get now - it's something you will already have if you have a matured Tessa from years ago.
