How to change time on incoming mail?

...the solution was to look at the email providers settings for my a/c - they were completely messed up, Time Zone was set for China (!) and the Preferred Content was set to USA. Interesting that one of the options for changing settings in control panel was stdtime.gov.hk, as I don't have any connection with China. Perhaps that's where the comp was made..
Still doesn't explain why mail was 15 hours ahead of itself unless you add the 7 hours China is ahead of us to the 8 hours parts of USA is behind us...call it female logic  . (Unless you have a better explanation?!)
Anyway thank you all for your suggestions/help
