I made a complaint to my local EHO recently on a similar subject and this is the reply I got

Mr XXX

Further to your complaint about Wetherspoons selling out of date products the legal situation in this regard is that it is not illegal to sell food or drink past its best before by date, however it is seen as poor practice. The best before date is only an indication as to when the manufacturer will guarantee the quality of the food to. It is only illegal to sell food past its use by date.

However the premises is due for inspection shortly and the complaint will be mentioned and the companies stock rotation systems examined during this inspection.
