Texting from the UK to Holland

Does anyone know if any of the networks do contracts with inclusive texts that cover texting from the UK to Holland?

I am presently under contract with Orange and get inclusive texts but only for texting to a UK mobile.

    Send the person in Holland a UK sim card to put in an old phone?
