I'd agree with that, and going through the NPB process does warn the buyer not to be so careless in future.

I posted a non paying feedback and the buyer rejected it saying they wanted to buy the item. The buyer then emailed to say they didnt want it, I think they must be wind up merchant. When I tried to re-raise the non paying form with email they would not let me due to the buying saying they wanted the item, the idiot's just playing games. Will just have to leave neg feedback, shame really I will get a neg in return. Ebay is a joke!!!!!0

Ebay is not a joke, unfortunately you filed the wrong sort of NPB.
When you file you have two choices, one is a straight NPB where although the buyer has the right to respond they cannot prevent you getting your FVF. The other NPB is a 'mutual' which allows the buyer to respond and stop the process. If the mutual option is used and the buyer responds saying they want the item then the seller does not get their FVFs back and the buyer does not get a strike on their account.
Filing for a mutual is a bad idea as a malicious buyer will just tick the box to say they want the item and the process is closed, and as you have found out, cannot be re opened.
I've tried posting a link to the rules for you but ebay is having problems this morning (Probably due to the cheap listing day) and i can't access the help system.
I've just been through the NPB process myself for a buyer, I went through the standard process so even though they responded several times I was still able to just close the dispute eventually and get my fees back.

The process starts one of two ways. First, the seller can file an "Unpaid Item reminder" seven days after the listing closes. This reminder starts a set of onsite and email communications from eBay to the buyer reminding them that it is time to pay, giving instructions on how to do so, and allowing for structured communication with the seller. Second, the seller can file a "Mutual Agreement Not to Proceed." This option prompts the buyer to confirm the agreement. Once the buyer does so, eBay issues a FVF credit to the seller. The seller also receives a FVF credit if the buyer fails to respond in 7 days (and the buyer receives a strike).

also why do so many people who have registered that day with ebay bid on phones and then more often than not, not pay?
It doesnt happen much with other items i sell....0 -
I've got an unpaid item from an item that ended on 11th Oct.
A guy with 0 with feedback bid on my item & I've heard nothing from him - no payment, no emails from him. I opened a dispute on 20th Oct but ebay are still waiting on a response from the buyer - I don't know why they bother sometimes.
I only want my listing fee back! I sold the item on Second Chance Offer in the end.0 -

Ooh, I always try to bid in the last 60 seconds or less so hope this doesn't put me into the idiot class. I just find it more exciting to leave my bids to the last possible second. It really gets the adrenalin going.The bigger the bargain, the better I feel.

I do the same, but I make sure I type the right figure in, and if I typed it wrong I would accept that it was my mistake, but the item and just relist it.

I said this as it appears the person did this on purpose to distroy the auction as the had/have no intention of paying thats all.0
